It's "green" because it holds more trash. This means that it has to be emptied less often, which in turn means that a oil-chugging garbage truck spends less time driving through the city and idling at the curb.

Fewer trash pickups = less oil burned by garbage trucks.

It is, however, only effective if the use of these compactors is more widespread than just a couple on Market Square.

Maybe since it is a compactor, it can hold double, triple what a normal can would, taking up less space in landfills, and having to be emptied less often which equals cost-efficiency by the city on several levels. Or maybe they just thot it looked cool.
